First working cut

The PD Builder, on a real APHIS position.

A first cut of the model — one position, one location, one workforce inside the broader mandate: the COPEG “Biologist / Methods & Development” position (313201 · FSN-11) moving through the exact stages Gilda runs by hand today. Tap the stages; edit the duty percentages and watch the 100% rule enforce itself. The same line generalizes to every APHIS workforce and pay system.
